I don’t think I’d ever play a Bethesda or ID game on anything but PC anyway. I hope it’s allllll on gamepass

Phil Spencer did say Microsofts focus is on xbox, PC, and game pass. That bringing the games to other consoles is going to be a case by case basis. So I assume it’s all coming to game pass.
